Read to Achieve has been a requirement of the North Carolina Excellent Public Schools Act, which became law in 2012.
The goal of the State is to ensure that every student reads at or above grade level at the end of third grade and continues to progress in reading proficiency so that they can read, comprehend, integrate, and apply complex text when needed for secondary education and success in college and the workplace.
